Sindh Human Capital Investment Program: WB and IsDB Provide $250 Million for Integrated Health and Population Initiative

World Bank (WB) and the Islamic Development Bank (IsDB) are set to provide $250 million for the “Sindh Human Capital Investment: 1000 Days – Integrated Health and Population Program.” 

The Central Development Working Party has approved the project, estimated to cost Rs. 57.255 billion. The funds will be contributed by the World Bank, IsDB, and the Government of Sindh, with the Sindh government covering the remaining costs. The project, to be executed by Sindh’s Department of Health and Population, is scheduled to be completed in 56 months, from November 2022 to June 2027.

The concept for the “Sindh Human Capital Investment: 1,000 Days – Integrated Health & Population Program” was initially approved by the Planning Commission of Pakistan in December 2020. The World Bank initially provided $200 million for the initiative, with the IsDB later joining with an additional $50 million, primarily for the sub-component focused on women’s economic empowerment (WEE). The WEE sub-component aims to provide microloans to young women in the program’s catchment areas, promoting financial independence and encouraging improved health-seeking behaviors related to reproductive, maternal, neonatal, child, and adolescent health (RMNCAH+N).

The project’s main objective is to achieve Universal Health Coverage through improved access to integrated health and nutrition services, employing a continuum of care strategy. Additionally, the program seeks to empower women economically through skill development and third-party managed microfinancing.

The scope of work includes increasing the use and effectiveness of RMNCAH+N services for underprivileged and vulnerable groups, especially women and young people, in selected districts of Sindh. The program aims to address socioeconomic determinants and build health and economic resilience in vulnerable communities, particularly benefiting poor women, in the project locations. The goal is to create sustainable improvements in health and well-being while fostering economic empowerment and growth.
